Suggest they look at using the Old City Building on near east side of downtown. Everyone is wondering what to do with that beautiful old building. It fits the image of an Archive location.
It may look the part, but structurally it can’t be used for archival storage.
Just an initial knee-jerk reaction…but that sounds like a terrible under-use for that site!
Build on the canal. It’s not an appropriate site for a park. There needs to be a building on that site addressing the canal.
The state also already owns a square city block between New York and Ohio streets and Senate and Capitol avenues that is used as a surface parking lot.
While not as large as the old prison site, it is (a) not surrounded by single family homes and (b) would be more convenient and logistically appropriate to site the archives there where the public could view its treasures while more securely storing its more mundane records.
The state could move parking and some storage underground with a pedestrian tunnel between it and the Capitol, and build an architecturally compatible structure of a suitable style and size above. The old prison site could then be used for more appropriate purposes that serve the neighborhood better.
The state erred once before nearly 150 years ago when it put the prison in a residential neighborhood. It would be a mistake to place a hulking government archives building there now.

Let the Women’s Prison become a master planned infill development strengthening historic Woodruff Place.
Not unlike Fall Creek Place.
I am the other Robert H (can you believe that there are two of us on here?) and I also agree that it should be downtown.
Or perhaps the state could work out some sort of a deal with Marion county to use newly-open space in the city-county building after the new justice center opens
